Virginia L. Heard Elementary School provides a range of specialized programs to support students with diverse learning needs. Our commitment is to ensure that every student receives the appropriate instruction, interventions, and accommodations to help them succeed. The following programs are available to support students who require additional assistance or enrichment.

Early Intervention Program (EIP)

The Early Intervention Program provides targeted support for students in kindergarten through fifth grade who are at risk of not reaching grade-level expectations. EIP focuses on early identification and evidence-based interventions to help students close learning gaps in reading and math. Services are provided through various instructional models, including augmented, pull-out, self-contained, and innovative approaches​.

Section 504 Services

Congress prohibited discrimination against students with disabilities in the Rehabilitation Act of 1973, specifically under Section 504. This federal civil rights law requires that students with disabilities receive a free and appropriate public education (FAPE). A student is eligible for 504 accommodations if they have a physical or mental impairment that substantially limits a major life activity such as walking, seeing, hearing, speaking, breathing, working, or learning.

Students who qualify for 504 plans receive accommodations and modifications to ensure equal access to education. These plans are developed collaboratively with parents, teachers, and support staff to meet the individual needs of the student.

Inclusion Services

Inclusion ensures that students with disabilities receive support within the general education classroom alongside their peers. Special education teachers and support staff collaborate with general education teachers to provide accommodations, modifications, and specialized instruction as needed.

Autism Support and PACE Program

The Savannah-Chatham County Public School System (SCCPSS) is committed to serving students with autism spectrum disorders (ASD) in their least restrictive environment. Most students with ASD receive services in general education classrooms with or without additional support.

When further assistance is needed, students may receive targeted interventions from autism program support staff. In some cases, placement in specialized autism classrooms may be considered.

PACE (Preparing students with Autism for Classroom Education) – Serves students in kindergarten through eighth grade, providing individualized inclusion opportunities with the support of trained PACE staff.

Gifted Education Program

Heard Elementary offers gifted education services for students who demonstrate advanced learning abilities and meet the state’s eligibility criteria. The program provides differentiated instruction, enriched curriculum, and opportunities for critical thinking and problem-solving. Students may qualify based on multiple criteria, including mental ability, achievement, creativity, and motivation​.

Gifted students at Heard Elementary participate in specialized enrichment activities, competitions, and academic challenges designed to enhance their learning experiences.
